P4P lists are arbitrary and the average boxing fan can't even name the top 5 guys. No one cares about them except for the hardcore fans.

The fact that Rigo is ranked in the P4P lists should tell you that there is no real criteria other than "He's Cuban doe". Rigo hasn't beaten any relevant since 2013 and has been woefully inactive and yet has maintained a position on the list.

I think both Rigo and Loma are great fighters who will never come to terms and fight each other. Rigo fans will say he would have won and Loma ducked him and Loma fans will say the same thing in reverse. I am a big fan of both of these brave boxers but they will probably never fight each other. Rigo makes 122 easily while Loma will probably go to 135 some day soon. Twitter is just meaningless talk for twitter twerps.
