          No they don't When talking about the divisional ratings #1 is the highest rated fighter. Everyone uses #1 as the highest rated because as the poster earlier pointed out not every division has a champion.

            It's really not that difficult.

            When there is not champion available, the #1 challenger is the #1 ranked fighter. When a champion is available, the #1 challenger is the #1 Challenger to the championship.

            Going off your theory of the Champion being #1, the annual Ring rankings would look like this:

            Champion

            #2
            #3
            #4

            They don't look like that because the Champion can't be the #1 Challenger to his own championship.

            Let's look at how The Ring ranks 2016 Heavyweights, Mr. ******:

            Tyson Fury, Champion

            1.Wladimir Klitschko
            2.Deontay Wilder
            3.Kubrat Pulev
            4.Luis Ortiz
            5.Anthony Joshua
            6.Joseph Parker
            7.Bermane Stiverne
            8.David Haye
            9.Andy Ruiz Jr.
            10.Dillian Whyte

              Of course he was the favorite, he was the undefeated champ, he would have been the favorite vs Mosley in the same way. Margarito was the bigger fight between the two choices. If he fought Mosley everyone would say he ducked Margarito.
