    Mr.
Mayweather was notified by the Doping Control Officer
(DCO) at his home around 1:45 pm, prior to Mr. Mayweather relocating to MGM Grand Garden Arena for
the weigh-in.From the time of notification, Mr. Mayweather was continuously monitored by the USADA DCO until
the sample collection was completed at approximately 8:15 pm.Also,USADA does not conduct “random” testing.
Rather, inaccordance with the World Anti-Doping Agency (WADA) International Standard for Testing and Investigations (ISTI), testing is carried out pursuant to a strategic testing plan to maximize deterrence and detection.

Mr. Mayweather declared the infuson in advance to the USADA DCO, who was made aware of the need for the IV due to Mr. Mayweather’s physical condition and who
    continued to monitor
So USADA admit they don't do Random testing. The DCO was going to be at Mayweather's home even though the weigh-in was on. Seem very suspicious.

Floyd also made the request to take the banned IV shot because of his physical condition.

What happened to him that he needed to take the banned shot?

As you can see it for a medical condition. Or was Floyd lying.

Every time Floyd would take a year to two out of the game him would come back with more muscle mass and bigger. He made the biggest gains then.

This is when he would be completely away from testing.

Olympic standard testing requires an athlete to be on the testing program for 9 month, maybe a year before competing, Floyd never did this.

Pacquiao also wanted the testing to be carried out by NSAC, Floyd said no. Why?

Having two bodies enforcing testing cause the issues that occurred in the fight.
iow, we will agree to disagree.

          • Short answer :

            Yes, Freddy too.

And they used him up, took most of his money and spit him out.

              • Not getting into the "was Pac . . . was Floyd . . . " but PED is, and has been for a LONG time, widespread in boxing.

The fighters, trainers, managers and promoters all know, and pretty much most of who is/isn't etc.

The fear of lawsuits "gag" some; the fear of getting exposed themselves gags many more.

My own opinion is that Pacquiao has used PEDs but, in the absence of definitive proof, that's all.it is; an opinion.
                    Thanks.

I have tried drugs before, and then I realized it’s not good for the body. I accept it, I cannot deny it, that was before, and that’s [why] I strongly support the president, that he fights illegal drugs,” he said. The drugs included methamphetamine, locally known as shabu, marijuana and cocaine. Pacquiao said he used them “for years” but it was when he was a teenager and before he “became a champion”.

METH is a banned PED AND Manny admitted he used it early on in his professional career on his way to becoming champion.

                      No need to speculate anymore.
