Danny Garcia is a better boxer for sure but I don't know how good Rios' punch resistance is right now. He could possibly break him down if Garcia isn't 100%.

Even this would make the Garcia father and son team think for months before making a decision.
The bulldozing Porter is tough to any WW fighter, but more competitive than a Rios fight for the Gift.
Entertainment-wise, Rios vs Garcia is a better draw.
