I could have sworn he pushed and held Manny's head down at one point and was punching him. Maybe I didn't see it correctly. IIRC, it was one of the later rounds.

People said that was OK when Kovalev did it to Ward. Horn was just following their advice.

He seemed to be pushing just how much he could get away with.

If he gave Pacquiao a DDT and dropped to the canvas, driving Pacquaio's head into the canvas the ref might have taken a point off.

I think the ref should of called Horn up early, he seemed to let a lot go.
It wasn't majorly bad though i don't think.

Horn was pushing it whenever he got the chance and the ref wasn't on the ball so much, so i don't blame him for employing those tactics. Nelson should of done better though IMO.

It wasn't the foul as much, we see refs all the time let them slide, but it was ho Horn ignored the ref's orders. He would say break and stop punching, let him go, and Horn would just continue.

Most refs don't like their authority just ignored like that.
