In other words, a cop in Minnesota encountering an (legally) armed citizen is not some rare occurrence. And any cop in Minnesota who becomes 'scared' and shoots said armed citizen after being informed that they are legally authorized to carry AND announce they have said firearm on their person (like Philando Castile did) is way beyond just 'bad at their job'. Period.
