From my experiences my country is just as bad, with USA edging it due to sheer size.

Legalise drugs so we know what we're smoking, tax it & control it. That gets rid of organised crime. If you really look at I think the respective governments want this to continue. Crime pays in every sense. Security companies running prisons, arms deals etc.
