Right... but Hillary addressed Law Reform in the USA during those presidential debates where Trump didn't.... because Chicago and other urban (or non) such low murder rates. Zaire, Congo, Guatemala, Iraq just some examples of failed states. Mexico with billions in trade pacts, billions in industry such as tourism and manufacturing and some of the best infrastructure in Latin America...you don't know what failed state means.

Mexico is in utter chaos no rules no government no police no structure just a wild open poor country where drugs are the main crop. If Chavez Sr. wants revenge move to the USA legally and escape that rat hole. America would welcome a distinguished legend and fine man such as Chavez Sr.

They "pour" into the U.S from all over the world fool, there is more opportunity in the U.S even if you are poor. A failed state is a country with zero function like Haiti who's people are flocking to Mexico originally to go the U.S but now are finding it easier just to stay. Mexico, Brazil, China, Phillipines are difficult corrupt but functioning countries. Countries like most in Africa or Haiti are failed states...understand the difference?
