I think the biggest reason was that he was very overrated for a long time. Hailed as the next Mayweather. Talked a lot of smack.
Turned out to be more of a high B level fighter.
Doesn't help that he's a jackass who does crazy things outside of the ring.
But at least he's an amusing character in a sport full of uptight, plain people. The Garcia-Broner opening press conference was more entertaining than most boxing press conferences.
