    That is correct the only way a unification can happen according to the IBF rules is if the request for unification was done before the mandatory was named. So Joshua has to fight Pulev before any Unification fight can be made.

    In the case of Klitschko Hearn filed an exemption before Pulev's promoters filed for a purse bid, this enabled the Klitschko rematch to happen, the exemption was filed before a purse bid.

    The IBF does not do step aside agreements with money, etc.....

    So yeah all Joshua can do at this point is fight Klitschko in a rematch and then Pulev after. Or if Klitschko declines the rematch then Joshua has to fight Pulev. You are absolutely correct.
