In the case of Klitschko Hearn filed an exemption before Pulev's promoters filed for a purse bid, this enabled the Klitschko rematch to happen, the exemption was filed before a purse bid.
The IBF does not do step aside agreements with money, etc.....
So yeah all Joshua can do at this point is fight Klitschko in a rematch and then Pulev after. Or if Klitschko declines the rematch then Joshua has to fight Pulev. You are absolutely correct.
