Why do referees permit Andre Ward to use illegal tactics?

Remember Ward vs. Kessler? The referee didn't say anything about Ward's obviously deliberate head butts.

We saw the low blows right in front of the referee last Saturday night.

Why do the referees permit it?

I agree, referee's should be more stringent

Kovalev should have been DQ'd for faking a foul.....

So let me get this straight. The entire international boxing hierarchy got together and decided Andre Ward will have free reign to commit as much boxing infractions as he pleases. I'm guessing they put out a memo and incorporated the "Andre Ward Doctrine" into referee training. I'll be the first to admit Ward has a very physical style of fighting. It's nothing like Bernard Hopkins who I believe was deliberate in his "tactics." However, It's hard for me to believe this is somehow sanctioned by the powers that be in boxing.

All this because a fan favorite got beat.

They both should have been penalized. Fouling is against the rules. If Weeks was on his game both guys should have been warned. In the first fight Kovalev was pushing down on Ward's head and clinching him because of Ward's reputation for headbutting. The referee wasn't in control of that fight either. He should of warned Ward not to come in low and head first. If Ward stopped doing that and Kovalev still wrapped his arm around Ward's neck he should be warned also. The referees in both fights failed to do their job. If the fighters continue their BS then they should be penalized. In this fight the outcome was decided by several low blows. That's my opinion. Yes Kovalev was rocked by a good right hand prior but the fight was stopped after Kovalev was hurt by several low blows. That's not acceptable to me as a boxing fan. It may be to you but that's your business. I've seen plenty of fights where a boxer is hit low and he gets the required recovery time. A fight should not end with a foul as the deciding factor. Especially since the fight was very competitive up to that point.
