While many can recognize his talent and his ability to make opposition look pedestrian, I would not say he is ducking anyone. He needed a tuneup fight here and there. This guy is going to be one of the best of our generation, if he gets the exposure.
As you mentioned he took a whole year off from December 2014 to December 2015 returning against Warlito Parrenas : following that he stepped his competition to world level David Carmona who arguably should of gave Cuadras a loss ; following that he faced another game opponent in Karoon Jarupianlerd and recently he faced a faded champion in Kono and now his mando in Ricardo Rodriguez -- hes fought all these guys back to back since his return in December 2015.

Having said all that, enough time has passed to consider these legit contenders as tune-ups, Inoue has been #1. in this division for over three years over his win vs. Navarez, before that @ 108 he beat a legit champion ( top five ) Adrian Hernandez but Nayoa did not fight the other talent : Casimero, Ioka, Nietes , and Melindo. He skipped flyweight when the division had Gonzalez, Estrada, Viloria, Arroyo, Ioka, Segura there....Now hes doing it again at 115!!! we got 'Chocolatito', Rungivsai, Cuadras, Estrada, Yafai, Ancajas, Rex So -- I mean and his team are talking about leaving another division with all this talent? hes got to fight someone before moving up.

Like I said before he like the Adrien Broner of the flyweights.

Guy can't fight but 2-3 times a year. He is a bean-pole of a man. Just look at him, he is prime for moving up in weight. He is not leaving behind anything. He will be ranked high, and have to fight for belts against champs if he wants it. I can throw some serious shade on Nietes (good fighter; not elite), Cuadras (boring)... we'll skip to Estrada, who is the only one people want to see him in the ring with.
It's not easy to land the big fights when he is the big threat to other records. Couple that with him being a top draw in his own country, and it makes for a difficult timeline to wipe out a division every other year.
