Pacquiao is the WBO champ and Horn is the number 2 WBO contender. When did a champion defending his title against the 2nd ranked contender become terrible and pathetic. Boxrec ranks Horn as the 11th best welterweight in the world. Horn isn't the best guy Pacquiao could fight but he is ranked much higher than anyone Wilder ever defended his title against.
