I think IBF picked/confirmed the ref. Dunno if it's from a shortlist or what? Howard Foster is the go-to ref when the promoter wants to pad his fighters record with early TKO stoppages. You end up with powderpuff punchers having more KO's than they should have. Like, some fella is 10-0 (9 KO)... "hang on, 6 of his fights are Howard Foster TKO's".
