Hearn is basically saying Joshua is bigger than the belts and the governing bodies need them more than they need the belts.
I suppose you could take that as either they won't be dictated to and take mandatories they don't want, whether it because it's high risk-low reward or because it's bad opponent. Or you could take it that they're only looking for big fights and will happily be stripped if it means taking a bigger fight.
Whichever way you take it, it seems they won't be fighting any risky low reward fights forced upon them if they don't want to and probably feel they have the influence to get out of those fights by "reminding" the governing bodies that their champ is a star. Hearn just basically said that there.

Last week, the fight was canceled after Ortiz suffered a fracture to his finger and his doctor advised him to stay away from training for at least four weeks.
The Cuban puncher, who is the mandatory challenger under the WBA, will wait for the outcome of next Saturday's showdown between Anthony Joshua and Wladimir Klitschko at Wembley. The two of them will battle for the vacant WBA title - and the first defense will have to be made against Ortiz.

I read that Joshua has been granted a voluntary defense, so that means Ortiz would be waiting for at least 1 year to face AJ! At age 38, "waiting around" is a ****** strategy!
