I completely disagree with the bolded, I think it would be easier for Fury the same way Maidana was easier for Floyd the second time around. I also don't consider Fury to be the kind of fighter to ever avoid a risky fight for the sake of preserving legacy - in fact avoiding fighters is damaging to your legacy in itself, it's a counter-productive endeavor.
I do agree with your last sentence though.

it is pretty obvious what he needs to change
the rematch would more closely resemble a fight, not a tentative boxing match
