His punch volume and overall explosiveness dropped off the moment Floyd brought up PEDs. Which was late 2009 following the Cotto scrap. First mention of it came from Roach in a youtube video on Dec. 11th 2009, titled "Boxing legend Freddie Roach Updates us on Pacquiao"

Don't know if he was taking PEDs but he definitely looked different after it was brought to light.
