He is probably making more because is a Main Event HBO fight and he is the A side.

Still Valera is better than the bum Artur have been facing and he will likely made more.

Watch how Barrera will get a shot to another big name before Artur does. Just like he already did.

Problem is no so called "big names" want to ear anything about Beterbiev until they are forced to... That makes finding quality opponents difficult and that led to IBF making him Mando by default... So yeah, Barrera will have no problem finding opponents being a much better risk vs reward opportunity ...
