I personally feel that Rocky's power isn't close to Pac Mans, speed as well. Pac Man would eat Rocky up.

Erik Morales may not be the best superfeatherweight but in my opinion, he still has the best chance to beat Pacquiao, because of his height and reach advantage, and style-wise as well.

Barrera, Barrios and Juarez doesn't have Morales' physical advantages over Pacman.
