Mayweather, and I've seen both Mosley and Vargas Brawl as well as box. Vargas doesn't get enough credit for the boxing skills he has because ppl remember his wars(trinidad,Oscar,Mosley).

Those 3 fights are "the wars he's had" for a reason. Those are the 3 best fighters he's been in with, and his boxing skills have fallen well short of the mark. His boxing skills were inferior to theirs, and therefore he had to brawl, and got his ass handed to him in all three fights. THAT'S why he doesn't get credit for his boxing skills.
