UK and USA are the top picks between 1 and 2, that is for sure!
Germany is bad, but they're not hosting as many fights, and not robbing as many fighters in comparison to the high profile fights.
The USA and UK are handing out dodgy decisions often, what makes the robberies in the UK and USA much worse is the fact I know for certain that the commentators are in on the action, I'm not sure If the German commentary team are like this.

R&J (ref & judges) selection needs to be looked at here. When you have 2, even all 3 judges from the same nation and a ref too then that's likely going to be an issue if one of the fighters is foreign. There's no neutrality there. The R&J selection, say in Nevada, is anything but neutral much of the time from their local pool. After this is the promoter(s). One poster mentioned Hearn's cards. UK is the best place for boxing at the moment. Less biased commentators, level headed judges, civilised and sober crowd, better food, hotter women, better public restrooms, less traffic and congestion, cleaner air, friendlier atmosphere and reasonable ticket prices.
