Floyd wasn't "caught" doing anything. He was ill. Paramedics were called. In front of the USADA doping control officer who was with Floyd all day and witnessed his condition. Floyd was tested immediately before receiving the 25 ounces of salt water. The 25 ounces of salt water was given in front of the USADA DCO. Floyd was tested immediately after as well.

Then all of the information, evidence, and medical reports were sent to USADA to be analyzed so USADA could determine if everything is legitimate.

That is why it's a "retroactive" exemption. So the DCO doesn't have to make any decision in the heat of the moment and USADA can make an informed decision after considering all of the information and evidence.
