yes the police are the ones who file charges but in pennsylvania you have a right to face your accuser ,and i think its like that almost everywhere in america, so if your accuser chooses not to show up and testify in court they have to drop the charges.

what i am saying is the state can still charge you, even if your accuser drops the charges
