obviously, as an anti doping body you can't develop a test as quickly as the bad guys can develop the drugs.

People often forget that drug testing is a reactive action - it's not like the bad guys are sending the testing labs an FYI email everytime they come up with a new PED. The cart doesn't come before the horse.
