Then Ward tried to fight Golovkin in 2016 when Golovkin was mandatory for the MW title and about to unify with Lemieux, and about to make more money than ever in the MW division (which he did). At that time, Ward was fighting at 172. And now he's a 175 fighter.
As PBP explained here, you don't move up or down unless it's for big money, and that's exacly what Golovkin is doing.
Besides those facts, no one is obligated to move up.
