I would surmise that Briggs is interested in fighting for more than just the WBA, but has no money coming in due to lack of noteworthy fights (strangely being avoided for some reason in lieu of unknown tomato cans) and therefore can't (or doesn't want to) pay the other sanctioning body fees.

the organizations rank the fighters willing and/or interested in fighting for their organization.

briggs is only interested in fighting for the WBA right now, so he's only ranked by the WBA right now.

Guys.. Itll be over soon.. The WBA is consolidating to 1 Champ. Both, Briggs & Fres know their careers are over after each receives a next loss. The Briggs-Oquendo bout will fail in the USA BUT will sell great in the U.K. .. cheers !
