To Lightweight? He isn't even finished yet on the S.F. The only way he would move up I think to Lightweight is for a Pacquiao fight, or After he unifies the S.F The lightweight isn't so great either without Mikey Garcia.\
Also, if Pacquiao fights Lomachenko, they should fight at Ukraine. Imagine Wlad, and Vitali standing at ringside cheering. LOL.Comment

Bob Arum is very unlikely to ever take that risk if he can avoid it
For all of the talent that Lomachenko has shown, we still have no idea how he deals with taking a shot, and Berchelt (from the recap of the fight and flashes I've seen beforehand) isn't the type of guy that any promoter wants to test that out with.
Without knowing any details, yet seeing Arum for what he is, the only targets for Lomachenko in the near future are Sosa (wba champion), Jezreel Corrales (WBA champion, but assuming he beats Uchiyama in the rematch), and Orlando Salido.
Order the three fights however you want, but that's likely Lomachenko's 2017.Comment
