Once you hold a belt the other sanctioning orgs stop ranking you so you can't become their mandatory. Except in some cases, GGG as WBA champ fighting an eliminator against Rubio. Kovalev vs. Pascal being a WBC eliminator when Kovalev was already a champ with another organization. Those are the two I can think of most recently. I can't think of any instances where the IBF, the belt Davis holds, did something like that.
