Salido turning it down this time was not over money. He damanded a certain amount, Bob said sure, then Salido suddenly changed his mind and wanted to fight Vargas again.

We can only assume what went on there after Walters turned down Loma the first go around. Bob may have been pissed and put him on the shelf for a bit.

@KnuckleheadSean @steveucnlive @danrafaelespn @latimespugmire @timmyvann Talking is cheap... Why dont you sign contract, Lomachenko is ready

Change Lomachenko contract to Salido name and he will sign today !! No fear talk is cheap and so is the offer https://t.co/uF4cWyGhni

@KnuckleheadSean @steveucnlive @danrafaelespn @latimespugmire @timmyvann Salido coming out of loss he should be happy for chance

Salido was posturing bringing up the Vargas fight. He was trying to get Top Rank to come up off some more money. His manager explained to Lomachenko's manager why Salido deserves more money. It's common sense
@KnuckleheadSean @steveucnlive Loma came to DR and told Salido: "You win this title, I will win my and when we fight" Loma won his!

@KlimasBoxing @danrafaelespn again you miss the point Salido does numbers with or without the belt . He has something called fans !!

That's not true. Even Klimas admitted they offered Salido less than they offered Martinez.

“Orlando Salido chickened out,” Arum told ******.com on Tuesday. “It’s the only way to say it. He asked for crazy money. We agreed to the crazy money. And then he says, ‘No.’ He’d just as soon not take the fight. Why? Because he knows he can’t beat (Lomachenko). It was a fluke the first time. So, there’s no other way to paint it...”
Salido’s manager, Sean Gibbons, refutes Arum’s characterization by calling it “ludicrous” to even mention Salido’s name in the same sentence as the word “chicken.” According to Gibbons, it was merely a decision to give fans the kind of fights they want to see, and they’d much rather see Salido rematch Francisco Vargas than take on Lomachenko again.

Well that was back in August. There were more recent negotiations (January) where Bob did say yes to Salido's financial demand and then Salido then backed out

This was in December when the talks with Lomachenko started again.
Juan Carlos Torres, director of Zanfer, revealed that Salido has at least three safe options in the company's plans, since in addition to the probable fight with Vasyl Lomachenko, they handle one more option in Mexican soil and another one in the United States.
"The advantage of the work that Gibbons has done is that today Salido can fight in Mexico in the month of March and then face the winner of the fight of Francisco 'Bandido' Vargas and Miguel 'Alacrán' Berchelt, who would also represent an important sum for He or go in that fight with Lomachenko, "said Torres.
The Zanfer executive commented that if they do not reach an agreement for Lomachenko, then the plan would be to fight the 'Siri' in March in Mexico and wait for the winner of Vargas and Berchelt next summer, because the first one already won, Tied with the second and has not fought with the third.Comment

Loma has always and will always be on a different level than Walters. But for now, tell me what would have been different if Walters had fought Loma when he was first offered the fight but chose to decline?Comment
