I reckon he must have some sort of assurance of a Pacquiao fight because it makes no sense to turn it down. In which case if I was Khan I'd be trying to target fights against my old dinner lady romr primary school and Robin Deakin.

Why is Khan dictating Brook's career? He 1st wanted him to win a title and he did. Then he wanted it to build, well it has, now he wants him to fight Spence. If Brook fights Spence and win, Khan will fight someone else. At this point, I don't care about the fight anymore. Now I hope Khan gets knocked out in his next fight, Brook moves up to 154 and Spence clear the division.
