It's pretty clear what happened. Arum wanted the Crawford fight, Pacquiao/Koncz asked for too much money. So we end up with shit like Jeff Horn.

LOL Arum said that he never mentioned the Pacquiao fight to crawford and wasn't planning it till the late of 2017.

Why would he negotiate with Crawford when Pacquiao already priced himself out? Roach said Arum called him and was trying to make the fight. Then the news broke that Pacquiao wants a guaranteed $20 mil so it was obviously being discussed between Arum and Pacquiao's team.
