Pacquiao is the WBO welterweight champion. Horn is the 2nd ranked WBO welterweight contender. That fact makes Pacquiao fighting Horn a legitimate title defense even if Pacquiao is a heavy favorite to win. Ali fighting Spinks was a cherry pick and Spinks was unranked at the time.

Ali was a legit champion when he lost to Spinks, who got the fight by winning what could be considered an eliminator in his previous bout.

The WBO nor their rankings are legitimate. Manny v Horn is a BS cash grab made because Manny/Bob don't want to risk fighting Crawford right now.

The only similarity IMO is Bob is the promoter for both fights.
