Pac should fight Kell Brook if he wants to maximize revenue.

He's not a huge draw in the US anymore, but Brook brings that UK money, and I think a fight with Pac would still be a massive draw over there.

Since Floyd is currently out, Pacman is the PPV king and can demand that much money against a great but with weak PPV follower like Crawford. Pacman is willing to fight at the right price, that's not ducking, that's smart business.
