At this stage of pacs career i get it, as long as it's not ppv. Most veteran superstar fighter's do this at the end of there careers.

This fight is a slap in the face. Pacquiao has changed and not for the better. He used to go on and on about pleasing the fans with good fights. To his credit he did just that. Now he seems strange, distant and disdainful of the fans who made him one of the richest men in the Philippines. If a fighter is classified higher than the Mandatory Challenger, and is not designated the Mandatory Challenger because of criteria three (3), or for other good cause, the Championship Committee has the authority to order an eliminatory bout between the higher classified boxer or boxers provided that at least one of the elimination bout contestants is considered an acceptable challenger to the Champion’s broadcast company. The winner of the elimination bout shall be then designated the Mandatory Challenger.

But it's not a mandatory. First you claimed it was a mandatory now you're claiming they're going to make it a mandatory. The mandatory isn't due yet. There's a guy ahead of Horn. He's taking a voluntary and petitioning it to be a mandatory. That's not a real mandatory.

As it stands now Pacquiao can fight anyone, he's not obligated to fight Horn. If they do what you're saying they can do they're manipulating the system to try and justify this fight. Stop making excuses. Just admit this is a terrible fight
