I think it's a mix of both.

The Wlad fight was very, very wrong.

Povetkin probably started roiding after that because he felt disadvantaged against the bigger men and corrupt referees.

Of course that's no excuse for Povetkin. He tried to unfairly gain speed, strength, and endurance and he's paying the price for it now.

It's a shame though. Looking at his resume, he's been fighting solid heavyweights for many years, and only got one chance at the world title against a grappler who wouldn't let him work.
