Wikipedia got it wrong, he's not Kazakh (which means ethnicity), he's Kazakhstani (which is nationality). Ethnically, he's Russian

Most of fighters from ex-Soviet countries don't turn pro because it's hard for them to get contracts. Even Kovalev was fighting for free for half of his career and was thinking about leaving pro, and promoters didn't want to sign him back in the days because they already had Russian fighters in their stable so they didn't want to cross that limit
