The WBC has tried to incentivize fighters to make the biggest fights; making Kovalev the mandatory (and ensuring that the fight's bid process would have the pot split 50/50) set the framework to compel the belts at 175lbs to finally be unified.

Having Golovkin fight Marco Antonio Rubio for his WBC medal helped set the stage for a possible fight against Cotto or Alvarez, arguably the two biggest stars 154-168.

Title fights yield a 3% take to the commission. If that mando brings less than another fight, then they will allow the mando to be missed. Purely economic IMO.

Pretty much this. It is'nt so much about fighting the best competition, but whoever brings the most money to the table. Kovalev vs Stevenson was the biggest fight to make at LHW at the time and Canelo vs GGG was/is obviously a huge fight.
