"Latino" is a clumsy politically correct term with no real meaning. To avoid racial terms we use national/language terms that don't really make any sense at all.

Calling asiatic looking natives from peru "latino" because they speak Spanish or Italian is like calling black people from California "Germanic" because they speak a German-family language (English).

Rigo is a black Cuban so he's both. Latino is not a race. Latinos are of all races and ethnicities.

Nobody has time to dissect all that. Doesn't matter what we consider him, let him decide. Tell a dominican in Washington heights that he's black and c what he tells u. Alot of Dominicans don't even like black people from here they throw snow balls at them.
