The Criteria for a TBE should be.......

He fought and beat an ATG Boxer in their primes
He fought and beat an ATG slugger in their primes
He fought and beat an ATG Swarmer in their primes and should be in heavyweight.

Why? The criteria is that he should be adaptable in all styles of boxing and has the ability to beat the fighters who are at their best on doing a certain style.

Why heavyweight? To leave no doubts that H2H he would be at the very top.

The closest that had done this is Muhammad ali.
George Foreman - ATG Brawler
Joe Frazier - ATG Swarmer
Ken Norton - Though I don't consider ATG, but a HOF Boxer.

So Muhammad Ali would be an Ideal candidate, not SRR or SRL.

I think your assessment is correct. Either SRL or Muhammad Ali but I dk of SRR I'm not familiar of who is the Brawler, Swarmer boxer ATG's who he beat in their primes.
