You forgot Oscar Larios, Ledwaba, Agapito Sanchez, Jorge Julio, many of them were top featherweights back then.

This is not even close. Pacquiao has 4 wins over 2 atgs, a 5th win over a possible atg. 3 of those wins by stoppages and a spate of knockdowns. Pac was a physical and I'm not even gonna bother naming the top contenders or title holders he faced in that time.

Floyd in an 11 year career till 2007 didn't have a single win over an ATG. There were already complaints he hadn't faced Cotto, marg, tszyu and Williams.

His best wins in that time were castillo, corrales and judah. Good but far from great and the performances were nowhere near as good as pacs.

Heck, pacquiao has a better post DLH career too. The only thing going for mayweather is his win over pac but it's not like he was the first guy to beat him.
