I'm confused, Culcay is the current regular champion and he's being mandated to fight Andrade. Meanwhile, de Jesus is ranked #9, how the heck is this a title fight? It's like when they allowed Blanco to fight Khomitsky, under the table deals going on, all the while Gilberto's claiming to be reducing titles is BS.
