Because they hated Sergio who was champ at the time. They'd already stripped him and gave Chavez Jr the belt. They didn't anticipate Canelo getting the middleweight belt. They also didn't anticipate Cotto getting the belt. By the time that happened it was too late.

water-weight, or rehydration-weight, will not help at all regarding functional muscle-mass and conditioning..... in some cases it can even be detrimental
