PBC is the equivalent of a boxing league. They don't promote fighters tho. That's why every PBC fight has promoters attached.

Lou Dibella promotes some of their fighters. Richard Schaefer/Ringstar is promoting A PBC fight with Charlo vs Williams.

Perhaps we have a different understanding of what a boxing promotion is as an entity then. The way I understand it a boxing promotion creates profit by creating a product - a boxing event - and selling it, typically both to a broadcaster and directly to end consumers via tickets to the live event. That is what PBC does. The fact that a number of smaller promoters work under the PBC banner doesn't change it's essential function, does it?
