Two of the biggest problems in boxing are due to too open of a marketplace. #1 there are too many players. You can't make fights cuz fighters are promoters & networks investments & they would have to give up value potentially by risking their guy vs guys not signed with them which is a bet most businessmen are not apt to take. #2 you got 4 "world" titles that has cheapened & made the term Champion a joke in boxing.
All the most popular sports have a monopolized format to one degree or another which puts all the best athletes in a given sport under the same umbrella making all possible competitions by any two individuals or two teams makeable in any given year. That is not the case in boxing as there are too many people to please from boxers, to managers, to promoters, to alphabet groups, to networks. There is no surprise few fights fans wanna see happen in any given year when there are so many hoops to jump through as there is in boxing.
If there was one entity running boxing there would be one world champion, one top ten contender list & all the best fights would be makeable at any time. If you think that would suck you are a f#cking idiot.
