I don't think i can say anyone is better since they haven't proved what they are capable of doing.
Rigo on his side is clearly the better natural talent, but he is too conservative and against a hungry opponent you can't be that conservative, even if you are the more skilled boxer (look at Tyson vs Douglas, Leonard vs Duran).
In the other hand, GGG has proved he can brawl, but he hasn't fought a worthy opponent, some good fighters, but no one at the level of Donaire to say something.
Being a fighter is more than just skill, so go and saying Rigo is better because his technical ability is wrong, chin, toughness and many variants need to be taken on count.
I can't pick any, both guys are undefeated fighters, well balanced on talent and skill, and avoided by the best in their weights, they can have potential to be great, but wouldn't be until they fight some good opponents.
