I don't believe Haye ever intended to fight him.

I think he basically used him for his undercard because it was under Haye's own promotion and broadcast on Dave TV channel, so Haye was never going to have enough clout to get a good undercard or anything. I think he just said he'll fight him next to get him on the undercard. Briggs still has more of a name than anybody else he could have got on the undercard and brings a bit of entertainment with his character.
