Part of the issue with fighters not being active is lack of available TV dates. The other is that top fighters have gotten accustomed to getting paid well to fight stiffs. They get greedy and don't want to fight another top fighter for what they view as "chump change". Let's see if their attitudes change when they sit on the shelf for a year or more. Some money is always better than no money. Especially if you have a 5 year window to make that money.
