If you think he won the fight against Garcia, who is B+/B level, along with wins against a fresh Provo and Benavidez (another robbery), surely that makes him B level?

As has been said, no one considers it a good win. It's a "bad win" if there is such a thing. People list it as one of his questionable victories and generally feel Hererra should have won.
