Once you break into the PPV market, Hearn isn't going to want to drop him back down to Sky Sports 1. Like Joshua, he will now be PPV regardless of who he fights. I reckon Hearn is hoping this fight has put Brook in that market now so yeah, i think next fight they will make a PPV to gauge where he's at as you said.

If it does alright, then Brook will fight on PPV but i think his level of competition will need to be higher than Joshua to maintain it.
Say what you want about Eddie Hearn, but he apparently does a really good job about minding his budgets and putting his shows together; the Gavin fight was PPV, the numbers were what they were, and Hearn was comfortable enough in his plan to move Brook's next fight back to Sky Sports, with the Golovkin fight being the PPV return (though I do think that Brook-Vargas was also targeted for PPV).

If the return event doesn't do the numbers that they expect, I doubt that Hearn would simply force him onto PPV.

Of course Hearn wouldn't force the PPV if the numbers aren't there but the plan right now is probably to maintain Brook as a PPV fighter, so there's no way Brook's next fight is only Sky Sports 1. Hearn will be testing the water on how Brook can do as a PPV fighter without a dance partner like Golovkin. If it doesn't work out then i'm sure he would drop him back down to Sky Sports 1.

I think the next opponent will be pretty good though, even testing the water with Brook as a PPV star, i think Hearn still known Brook needs a real opponent they can sell. Joshua is another entity altogether, they really did a great job of crossing him over to that market without him even fighting anybody. I don't think Brook has that.

I want Brook vs the winner of J-Rock/Charlo. But if HBO is digging their claws into Brook to build a Canelo fight, I could see Brook fighting Bradley at 154 before facing Canelo in May. Cotto already turned down Brook.

He is going back to fighting bums until another big fight shows up. He has a good promotional company that sells him for what he is not and there are buying and believing in it.

Amazing how gullible the public is
