Light heavyweight's upper limit is 175, so anything over 175 to the next division's upper limit of 200 is considered cruiserweight.

When cruiserweight went from 190 to 200, it made life easier for the smaller heavyweights who could come down and compete in this action division, but it also meant that other cruisers were relatively undersized.

I believe something like that point was mentioned in Showtime's coverage of Jean-Marc Mormeck vs. Wayne Braithwaite.

      175-200

Now that there's a 25 pound range for the cruiserweight division I think that it deserves far more attention than it traditionally has received. In the "old days" you had guys like Billy Conn, Ezzard Charles and Bob Foster fighting heavyweights while they still were light heavies, but now you have world class cruiserweights weighing in the 190-200 lb. range, a typical weight for a heavyweight until the late 1960s. In my opinion, the very best cruiserweights in the world could beat most of the heavyweights around right now, even many in the top 20. 2 of the younger ones that I'm thinking about are David Haye and Steve Cunningham, guys who train down hard to stay below 200 lbs.
